Fitch upgraded Ukrenergo’s long-term issuer default rating from RD to CCC on October 23, 2026.

In its own announcement, Ukraine’s transmission operator linked the improvement to completed debt restructuring, reduced debt and extended repayment periods. Ukrenergo also acknowledged continuing pressures from infrastructure damage, restoration expenditure and limited access to financing.

Financial recovery and physical recovery are distinct

Engineering analysis: transmission restoration requires equipment, engineering services and financing. Changes to debt obligations may improve the conditions in which procurement and investment decisions are made, but the rating action does not show that damaged assets have been repaired or returned to service.

The upgrade also does not guarantee that all reconstruction financing is available. Grid recovery must be assessed through documented equipment restoration and operating capability as well as financial indicators.

The rating-action date is October 23; subsequent reporting and the operator’s public announcement appeared on October 24. These are separate dates.
